VPN Censorship Radar
The VPN Censorship Radar shows which of 37 VPN providers' websites load inside China, Iran, Russia and 29 other filtering countries, scored from OONI volunteer measurements, so travellers and people inside those countries can pick a provider before they need it.
Counts are OONI's, the verdict thresholds are ours. Missing data is shown as unknown and never counted as clean.

How the radar works
OONI volunteers run OONI Probe inside each country, and its web connectivity test records whether a website loaded, showed signs of interference (an anomaly) or hit a confirmed block page. The pwnsy VPN API asks OONI for those counts for the website of each of 37 VPN and circumvention providers, in each of 32 countries, over the window you pick (30, 90, 180 or 365 days). OONI aggregates are cached for up to an hour.
Failed measurements are dropped from the count. Each provider then gets a clean score, the share of the remaining measurements with no interference, out of 100. Compare with fetches a second country and adds a change column. Any domain runs the same count for one hostname across every country. Malaysia is listed on request and shows no data when OONI has no provider measurements there.
How to read the result
Blocked and mostly blocked
Blocked means at least 20% of measurements hit a confirmed block page. Mostly blocked means 60% or more showed interference. Expect signup, payment and app updates to fail from inside.
Unreliable and degraded
Unreliable means 25% or more interfered, so it works sometimes and fails often. Degraded means 8% or more, a persistent tail of interference on some networks.
Reachable
Under 8% of measurements interfered. The provider's website loads, which is a weaker claim than its tunnel connecting.
Confidence
High confidence needs 100 or more usable measurements, medium 25 or more, low anything below. Under three gets no score at all. The interference bar shows clean in green, anomaly in amber, confirmed block in red and failed in grey.
Questions
If a provider's site is reachable, will the VPN connect?
Not necessarily. OONI tests whether the provider's website loads from inside the country. The tunnel protocol can still be blocked while the site loads, so treat reachable as the weaker claim and test the connection itself once you are there.
How is the clean score calculated?
The clean score is the share of measurements with no interference, out of 100. Failed measurements are left out of the count. A provider with fewer than three usable measurements gets no score.
Why does China show so few measurements?
Measurements come from volunteers running OONI Probe. China has blocked ooni.org and the probe app since 2023, so its sample is small and self-selected. Read every China row as a hint.
What does no data mean?
Nobody ran an OONI test of that site in that country during the window, or fewer than three usable results came back. Missing data is unknown. The radar never counts it as clean.
Can I check a website that is not a VPN provider?
Yes. Switch to Any domain, enter a hostname such as signal.org, and the radar checks OONI web connectivity results for it in every country on the list.
